Changing the culture of a settlement

Lets say I'm playing as the Carthaginians and I a conquer a Roman city.

is it possible at any point in the game to convert that Roman city's model to one from my Carthaginian culture?

I was sick of conquering a different faction's huge city in RTW and never being able to be make it look like one of my own. I understand a lot of the Roman empire never looked like anyting like Italy, but places like Spain, Britain and Gaul certainly did after a few centuries.

Only possible option is to conquer a city and upgrade it by yourself.
