In my opinion the most important mistakes were:
- map_heights: you had a wrong color to code water. I think you used the color in disasters (which is darker) instead of the one in map_heights. I observed this problem because of the corrected_regions map that appears in Rome-TotalWar root directory. There the regions were extended to cover all the water surface (I will send you the map, as an information)
- descr_regions: I didn't explained well, and you put the corresponding faction as the culture tag (right), but in the line just below it was necessary to put a correct name of rebels (see in descr_rebel_factions.txt). In addition, and just in case, I put Latium and Rome as one region and settlement (changed in all the other files also), and the hidden resources italy and rome.
- descr_strat: all your armies and agents were placed in the middle of the sea. I just put them in the correct places. Another important mistake was the slave faction. The only general was assigned to a macedon sub-faction, but the name was a gallic one. Also not sure if it is necessary, but I included romans_senate as a dead faction. You can try to eliminate this and see what happens. Also I eliminated all the wonders and resources. You will have to put what you want, but be careful about the positions.
- Finally, I think it is necessary to have a map for each playable faction (for the menu of the campaign) as well as the campaign name and factions in campaign_descriptions.txt. Just in case I made a proper disasters map, and you can put there the pixels with the corresponding color for each type of disaster (I don't remember which are
