I did it the last 4 times or so I played vanilla. As the julii, I sent out boats with armies to conquer Apollonia and Sicily before the other Roman factions could do it. It's pretty cool; they either stop expanding or attack you

Well, i captured Syracuse, Lilybaeum, Carthage and its territories with Brutii and captured Greece and Macedon as the Scipii. As scipii you can worryless capture Greece, Brutii wont attack you as they can expand northwards.

Nop, never happend to me before. I blocked the Julii and the Scipii once but they went on to Osca and Palma.
