Funny story: I'm playing as the moors, early game, around turn 40 at the time of this post. I took timbuktu early on, realizing the potential of the to-be cash cow. As of now, I have five merchants there (all recruited from Timbuktu), but back around turn 35 or so, I was offered to build a Merchant's Guild in Cordoba. I have yet to recruit a merchant there, and all I've done was build the market upgrades; I hadn't even built the bazaar by that time. Anybody know what's up? I've also built the Grain Exchange and the Market in Timbuktu, and five merchants, but that's it. I did a little reading about how to get the merchant's guild, something about needing 100 points to get it, ecruiting a merchant gives you ten points in that region, etc.
My Main Question: How is it that Cordoba gets a Merchant Guild with basically no activity, whereas Timbuktu, which has been my main merchant headquarters, doesn't?
