Since nobody has done this yet, I thought I'd give it a whirl

basic formula: low=1 medium=2 high=3
speed+manpower+hull+firepower=ship cost

Sloop= 6

Brig= 8

Galleon= 10

Frigate= 11

Galley= 6.5

I think that at least at the start of the game, so from now til whenever, to encourage historical accuracy, certain nations should be given discounts for certain types of ships based on history. Like Holland would get cheaper frigates as they invented them (pretty sure it was them), Spain would get cheaper galleons, mediterranean states would get cheaper galleys, etc.
