This comes in quite handy for effective balancing, and with faction-swapping the player would never expirience the problems, like greeks having the Senate-Button.
Since i never played RS1.6, and always played only the faction I´ve selected in the starter, this is just assumption. However, if it is not that what I think, there must be an efficient way to "ex-Romanise" former Roman factions, without removing the Senate. And I´m sure that someone would have posted it on this forum, if it would exist. But then, this is just what I think.

In RS2 it was never an issue since the senate had been totally removed and replaced with another faction. RS1.6 the two other roman factions were greek factions and in every way that mattered behaved as greek factions would, with greek names/traits/buildings/portraits/etc, the only problem lay in using the senate campaign in which case they'd get senate missions and of course the senate button.
