Default when do you get armoured general upgrade?

hey guys, i was hoping someone could tell me when you get the armoured general upgrades? cos i remember in my pontic campaign a while back i didnt get the upgrade at all -to the point where i finished the campaign at about 188bc- and most of the factions i had recently destroyed had armoured upgrades when i fought them... so what gives?? it doesnt seem to be the same time across the board for all factions and its certainly not at marius reforms (i dont think so anyway )
also just finished a greek campaign recently and same prob-no upgrades for general....
oh yeah im playing vanilla 1.3

You need the highest government building your faction can build, IIRC. So, yeah, it is usually not until late into a campaign that you get those kinds of units..

Well, the Romans aren't the only factions that can build level 5 government buildings. Egypt, Carthage, Greek Factions, and Parthia can reach that status also. (I think Pontus/Armenia/Numidia are level 4)

Then it seems you need level 5 cities to do this, but I'm pretty sure you don't need the Marius Reforms to happen to get the upgraded generals of non-Roman factions. Also, you said the population was only 6,000- I think you need 12,000 people to get to level 4, and 24,000 to get to level 5. I'm not sure how Armenia got the units, maybe they conquered a region that had a high level government building?

Please let me know if I am wrong, but as far as I know it is this way:

After building your highest level gov building, only new born (or adopted) generals have the better armored life guard from the beginning. The ones who already existed before have to be retrained in a city with this buidling, isnīt it?

As far as I know yes.

yeah i thought the same, but in my pontic campaign and recent greek campaign, i had the fully upgraded settlements and trained the generals in those settlements -but still no upgrade to bodyguard, which is weird cos its the first time ive experienced this before, ive usually had armoured upgrades in other campaigns and know from the export_descr_buildings text file that the final government building available to that faction should provide bodyguard upgrade....
and yeah i didnt think the reforms affected other nations...

weird, i am currently playing a seleucid campaign and i have had many many cities with the imperial palace upgrade for a while ... and still no upgrade, but all of a sudden i got the armoured generals upgrade and its not just the generals in the fully upgraded cities and it seems to have happened at the same time as the marius reforms of the romans.... so thats kinda thrown some more doubt onto the subject...also even tho it is stated in the game text that an imperial palace gives you armoured upgrades, this isnt so... certainly not fo rme anyway, and i know its not only applicable to your capital having the full city upgrade as my capital had that ages before this... weird.........

impossible really unless uve modded cos the marius reforms is when a roman faction gets an imperial palace the armoured upgrade should of came almost instantly after the turn it was built so there was a good chance of a glitch or coincidence
