    And finally, the CdeC was abolished after numerous years serving the Curia by the Abolish CdeC Amendment!

    Curator's Comments
    This was a rather active month in the Curia. As you will see below, many things happened, some normal, some strange, and some never before seen. In addition, I was elected by you this month to serve as your new Curator. I selected Shankbot to be my Assistant Curator. His dedication and hard work truly amazes me. Behind the scenes, he is constantly busy updating things. We are both currently working to bring the Curia into proper order, which is especially necessary after the major constitutional revision following the removal of CdeC.

    Withdrawn Citizenship Application
    We had one withdrawn citizenship application in April, the reasons for which can be found in the original thread. The patron was General Brewster and the patronized was Joseph Simonyi de Vitézvár.


    Gort Horde Invasion
    This April, Gort invaded the Curia with the help of Crandar, causing chaos wherever his omniscient eyes gazed. Subsequently, there ensued a Gort Horde takeover of moderation, with moderators turning into Gort robots. Shortly thereafter, the Curia was taken over by Gort as well, and the Constitution was replaced with a new one. Fortunately (well, that depends on your point of you, I suppose), it was only an April Fool's joke, and the Curia is now back in order.


    Fun Facts
    -71% of all Curial initiatives (excluding elections and citizenship applications) this month dealt with medals. Bling, bling!
    -This year, thus far, we have only had a total of 2 Curial Decisions passed. That already is twice as much as last year's total.
    -Last month we added 8 citizens to our ranks, which had a lot to do with the abolishing of CdeC. In the month of April, this number has halved.

    The Curia. An intermediary frontier. These are the voyages of the curiaship Blackprince. Its 3 month mission, to explore some degree of relevance, to seek out new Citizens and new ideas, to boldly go where we've been plenty of times before.

    Curator's Log

    Curator's log, curiadate 2014.51. A shockwave hit early this morning, fallout from high profile disciplinary cases. The engine is destabilized. The crew is in turmoil. Our mission is in question.

    New Crew Members

    Ensign Quintus Horensius Hortalus. Recruited May 31st, 2014 by Lieutenant wangrin.

    Chief Petty Officer I WUB PUGS was sent to the brig for 1 week.
    Lieutenant Farnan was sent to the brig for 2 weeks.
    Lieutenant Ishan was stripped of his rank indefinitely and left planetside.

    Curator's Comments

    October and November were both quite a quiet couple of months in the Curia following the frantic Summer that followed the abolishment of the CdeC as activity and interest drops due to things swinging back into normal day-to-day Curial life. This life, however, is still drawing in the new blood as we welcome a total of seven new Citizens into the Curia over the previous two months - a 100% pass rate I feel should be noted. Whilst, in true holiday spirit, Award proposals have cropped up again, with three being propose around the start of December. These proposals are beyond the time-frame of this report, however the charge began with TWC's highest honour, the Dvius, being granted to Halie Satanus in October - congratulations to him. Alas, it isn't all good news with the Citizen's Triumvirate having to take Disciplinary Action against four Citizens for their behaviour, but hopefully this number will stay low as people try to stay on Father Christmas' 'Good List' during the run-up to Christmas.

    Outside the Capitol entries to the TWC Christmas Giveaway end today, so if you have the time head over for a chance to win the Rome II Pirates and Raiders DLC before the day is out! Other than that a Chess Competition was announced recently using the site's new Tournaments and Ladders feature. This competition is open to all members, so if you feel your epic chess-skills need to be demonstrated dust off your Pawn collection and start competing.

    Finally, if you are a Citizen hailing from one of TWC's many communities, or an Artifex working on a mod, or a Civitate engaging in a fierce debate, feel free to PM me if you want anything said or advertised, and I'll drop a line in the next report for you. It can anything - ranging from a new preview you've released to a piece of writing or RPG'ing you are proud of, I'd be happy to include it.

    I hope you all had a Merry Christmas and are all fully recovered after New Years Eve! The Curia itself started 2015 with a bang but this report will focus on everything that happening in the last month of 2014. There was plenty of Christmas cheer as 3 large awards were granted, all passing with flying colours, and the 2 Citizenship applications were both successful. Congrats to all of them, and a welcome to the new Citizens General Retreat and Junaidi83 de Bodemloze.

    Outside of the Capitol it has appear quite quiet around TWC, and it's a shame to say I didn't get any replies to fill the advertising slot I was planning to add to the Curial reports - so I'll say again if you are a Citizen and would like to draw some attention to something of yours (sounds slightly ominous) then please just drop me a PM and I'll include it in the next report. If I don't hear anything back next time I'll have to go digging myself to find something to add.

    There is, what I feel, is an important discussion going on in the Curia at the moment with regards to the privacy of referrals and how they can be made more transparent - if you have some thoughts or an opinion about what should be done feel free to head over to this thread and drop a post or two.

    Curator's Comments

    In order to absolve myself for being late with January and February's report I've decided to clump the reports together into quarters. There is an actual reason behind this as well, the basic report doesn't have much information in it and I felt it wouldn't do any harm in combining them into three-month sections. Plus, with the CMS system that has recently been installed it allows more time for different articles to be written and posted about the Curia, with hopefully content more interesting than a break-down of proposals and referrals. You can read more about the CMS system with regards to the Curia over in this thread.

    Alongside this there has been several important discussions arising over the past three months. Of particular interest is one about making the Curia more visible, another is on the appeal procedure - which, despite being part of the Constitution for roughly a year, was given its first test drive recently following an appeal by mongrel to overturn a Censure issued by the Citizen's Triumvirate.

    Of course it wouldn't be the Curia without some drama, and this quarter we've had a Loincloth being offered to menacing Moderator (no, not Gigantus) and a Censor face a VoNC; alongside the usual Amendment and Award proposals - the latter of which there have been five successfully granted. On the subject of granting, five members have been granted Citizenship and joined our ranks - to them we wish a warm welcome to the Curia. With a 100% success rate hopefully that will encourage even more members to have a go at applying!

    Outside of the Curia the nominations for the 2013 Modding Awards have ended, so keep an eye out for the voting threads which will soon be up. A big thank-you to everyone who made a nomination. As mentioned the new CMS system is installed and in the process of getting up and running, but that isn't the only new feature of the site. We now have a dedicated Blog feature which is certainly worth taking a look at. At the moment it is only open to Staff, but there has been talk on getting other groups of people permissions to start one. A full run-down of the new features can be read here.

    To round off, drama hasn't just been confined to the Curia. A serious attempt was made to hack the site, but was thankfully unsuccessful and dealt with by the Administrators - an After-Action-Report on the attempt can be read here.

    Curator's Comments

    The Curia this quarter was a contradiction. While there was not one contested election in the Curia, the Curia was alive with debate about the state of the Curia. There were two threads created in the Prathalamos relating to this trend. (Discussion #1 and #2). Moreover, there were ten applications for citizenship in which all passed. There was also 4 nominations for large awards, in which three passed and one is being voted on now. There was also several proposals for amendments and decisions, including two medals. At the time of writing, only two amendments have passed, but all discussions have had a great deal of discussion.

    There was only one referral that required action. However, due to a sudden resignation of a Censor, two referrals are currently procedurally suspended.

    The following decisions were passed by the Curia and are currently in the process of being implements.

    As an administrative action, I have stickied all pending decisions made by the Curia. I discovered that some old decisions were passed, but not implemented, then forgotten. I hope this practice is continued so that no future decision is forgotten again. In addition, I also created a “Registry of Citizenship.” It had not existed within the forum like other listings of activities. This should make it easier to keep track of Curia activity. It was my goal to create a registry for referrals in the Politia as well, but my term is up. I hope future Curators would consider the usefulness of it.

    I would like to thank Iskar and Shankbot de Bodemloze for their help during my term. They served an invaluable service.

    The "Curator" accompanied by Admiral Radzeer's "Infraction" and Captain Jom's "Appellator".

    Calling Imperial confidential transmission frequency, code TWC2nd2N. This is the Imperial-class Star Destroyer "Curator" reporting. We have safely gotten out of the time-lapse anomaly of a spontaneously formed black hole. While our logs show a gap of 480 hours we were able to recover much of the lost data from informational background radiation thanks to a veteraan officer. In order to prevent future losses we are now transmitting key data of the past deployment period to the Imperial archive on Coruscant.


    Damage report after the temporal anomaly.

    When Captain Pike's tenure ended command passed to Captain William, who however, soon disappeared from the bridge, leaving his duties to his adjutant, a young officer previously trained on a patrol cruiser of the "Moderator"-class. Some time later a dispute emerged concerning the procedural integrity of appointing new officers, leading Starfleet Inspector Mishkin to resign his office. He only resumed the officer after another proper poll among the crew and officers. His colleague in office Starfleet Inspector Megas was nearly voted out of office due to negligence, but his term ended before the procedure could take meaningful effect. Also at this time a delegation of Imperial Commissioners delivered an ambiguously assessed request for a change in the ship's charter and Lord Gigantus redeployed the ship without consulting with the crew and officers of the "Curator" by remote manipulation of our hyperdrive.


    The guys in red deliver the Emperor's ... request.

    This caused the replacement candidate, Moff Halie, to withdraw his application in protest. Bereft of a functioning disciplinary body the "Curator" was thus thrown into a crisis of disciplinary inactivity where transgressions committed by Imperial Citizens in our sector remained unaddressed for several weeks.
    The captain's adjutant Lieutenant Iskar attempted to initiate a structural change in our disciplinary procedures, but the proposal did not find the necessary support and the issue has been discussed ever since.
    In the wake of an increasing number of instances where the commander should have acted Captain William was finally removed from office by losing the confidence of the ship's personnel. Senior Starfleet Inspector mishkin assumed interim command of the "Curator" until the deposed captain's former adjutant Iskar was promoted to captain.


    The Curia found Captain William's lack of activity disturbing.

    Apart from the continued consultations on how to re-increase the number of Imperial Citizens and Starfleet Personnel our journey was then quiet until we met the temporal anomaly.

    We submit the procedural details in the attached data tables. Long live the TWC Empire! Imperial-class Star Destroyer "Curator" over and out.

    ElectionsLord William was elected Curator uncontested on 15 September after the regular expiration of PikeStance's term.
    Mishkin resigned his office of Censor as he deemed the procedure of uncontested appointing unconstitutional. In the subsequent replacement election FrostySOTF had to withdraw due to being not yet eligible for the position and mishkin was re-elected Censor on 24 September.
    Harry Lime was elected Magistrate uncontested by ratification vote on 30 September after the regular expiration of Leonidas the Lion's term.
    PikeStance was elected Censor uncontested by ratification vote on 16 November after a prolonged application period, made necessary by Halie Satanus withdrawing during the voting phase. He replaced Mega Tortas de Bodemloze after the latter's term regularly expired.
    Leonidas the Lion was elected Magistrate uncontested by ratification vote on 19 November after the regular expiration of DarkStorm's term.
    Iskar was elected Curator uncontested by ratification vote on 11 December after Lord William's term was ended by a Vote of No Confidence.
    Genius of the Restoration was elected Censor uncontested by ratification vote on 25 December after the regular expiration of mishkin's term.
    Harry Lime was re-elected Magistrate uncontested by ratification vote on 31 December as Shankbot de Bodemloze withdrew in his favour.

    The Minor Procedural Change to Patronisation for Moderational Clearance, proposed by Iskar, was passed with 15 to 6 votes and 2 abstentions on 22 September.

    An amendment to introduce the Pater's Civic Crown, proposed by Mega Tortas the Bodemloze, was abandoned on 7 October.
    The amendment to remedy the Censor time scale conflict, proposed by Halie Satanus, was passed with 17 to 1 votes and 1 abstention on 23 October.
    A Triumvirate Reform, proposed by Iskar, failed the vote with 8 to 6 votes and 1 abstention on 14 November

    Curator's CommentaryThe third term of 2016 proved to be a testing time for the Curia. As incoming Curator, I was concerned that both the level of activity and general condition of the Capitol might continue to decline under my watch. Fortunately, thanks to the continued efforts of a good number of persistent Citizens, I end my term with positive expectations for the immediate future. One statistic in particular is a key indicator of my enthusiasm.

    A clear resurgence, for which the Citizenry should be very proud and heartened. Despite this upturn, discussion within the CVRIA main continues as to the state of both the Curia, and TWC itself. Meanwhile, in the SYMPOSIVM, a good number of threads have been created or posted in during the past few months.


    As Curator, I encountered several unexpected and unprecedented occurrences during this term. For the first time in the history of the Curia, a single-candidate ratification vote failed. I called a replacement election with a reduced nomination and voting period to expediate the process.

    On the patronisation front, PikeStance deserves recognition for his continued efforts to reward deserving members and expand the Citizenry, whilst Lord Oda Nobunaga and Veteraan brought forward a candidate each to boot. The behaviour of one new Citizen resulted in his indefinite suspension. Hex decreed that an indefinitely suspended Citizen has their Citizenship automatically revoked, and the Constitution was amended to reflect this fact in no uncertain terms.

    Disappointingly, the Curia has failed to fulfil one of its unofficial mandates, with no valid proposals for awards recipients brought forward during this term.

    In the Politia, the Triumvirate's proceedings concerned a refreshingly small number of referred Citizens, but it was still kept busy. It was discovered that the Constitution was incorrectly applied in one case. The result was invalidated, and a retrial was organised.

    I wish to thank Lifthrasir for accepting the role of Curator's Assistant, and for providing welcome and reassuring support. My humble patron Iskar and Shankbot de Bodemloze both provided invaluable counsel to me in what was a challenging role. Credit for this report template belongs to HigoChumbo.

    Curator's CommentaryIt appears that, after the conclusion of the last term, my enthusiasm for the future was not unfounded. The Capitol as a whole continued to enjoy a good level of activity, as evidenced once again by the total number of posts made.

    More than a 50% increase on Term 4, 2016, and four and a half times better than Term 3. A great result for our community within our community. I do feel it is important to note of that total of 902 posts, only 23 can be attributed to the Symposium, across four threads: New Citizens Post Here (12), 10 years at TWC (8), Haiku. (2) and Genealogy of TWC Project (1). The limited activity in the Symposium has been sustained now for quite some time and has spawned two discussions[1][2] in the Curia main regarding its future, totalling, rather ironically, 123 posts between them as of now.

    This term began with TWC experiencing a downtime of several days, right in the middle of the holiday period. Site owner GrnEyedDvl (GED) worked to bring the site back online, and for his commendable efforts, he was awarded Man of the Hour. GED was also one of the many participants in the proposed Amendment to open the Prothalamos to full members, which was abandoned recently, but which revived a dormant, broad-based project called Curial Changes. At GED's directive, Augustus Lucifer made the forum viewable by Citizens, and a subsequent discussion of the proposed changes took place within the Curia main.

    Also near the beginning of this term, I enacted a number of Minor Formative Changes to the text of the Constitution. There are currently two discussions[1][2] ongoing in the Prothalamos which propose more substantive changes to the text of our governing document.

    A number of physical changes to the Capitol have taken place in the new year. Most notably, the abolition of the Forum Magnum, which was determined to no longer serve a necessary purpose. Also, TWC's Living History Forum was relocated to the CVRIA and formalised in the Constitution. A discussion continues regarding the possibility of creating an elected "Head Historian" role, to oversee the project.

    Four of the five elections held for this term resulted in incumbent candidates being re-elected, which could well be a Curia record. Meanwhile, five new Citizens entered our ranks, two of whom were patronised by Flinn, whilst SoulGamesInc, Shankbot de Bodemloze and myself each brought forward one candidate. There were no unsuccessful applications.

    In addition to GED's Man of the Hour, Flinn was awarded Novus (proposed by Finlander) and Swiss Halberdier awarded Opifex (proposed by PikeStance), which is three more awards than the previous term and a pleasing result. Whilst not actioned by the Curia, lolIsuck presented a list of candidates for receipt of the TWC Milestone Award, which was actioned by Tango12345 as part of Hex.

    Finally, in the Politia, a retrial for an incorrectly completed Referral was completed early in January, and thereafter the Censores were not made busy until three new cases came up within the past few weeks.

    Once again, I wish to thank my assistant Lifthrasir, for his continued and unwavering support during Term 1, and for the multitude of Citizens who have helped make my job easier, with special mention in particular to Iskar and Shankbot de Bodemloze.     Curator's CommentaryLet's start with my favourite statistic, as in my previous two reports.

    Once again, the Curia has proven that "reports of my death are greatly exaggerated." The contrast in those numbers is stark, and a testament to the initiative taken by a great number of Citizens, which I'll elaborate on shortly.

    Despite my best attempts to abolish it, the Symposium contributed 88 posts to that four-figure total, which is a positive result compared to the previous term, and likely the most active it has been in several years. The lion's share of these came from New Citizens Post Here (47), whilst existing threads The Elitist Chat Thread (23), 10 years at TWC (6), Music, Music, Music (snip) (5), Genealogy of TWC Project (1) and The GREAT HOUSE of WILD BILL KELSO (1) also saw activity. One new thread, The Cellar: A Place to discuss Spirits & Libations (5), contributed the remainder.

    I remain of the belief that the Symposium requires an effort to overhaul it, and to detach it somewhat from the 13 years of history which are behind it, and a good place to start would be the outdated stickies, and an effort from interested Citizens, myself included, to actively post there.

    In the Prothalamos, proceedings were dominated by the meticulous Iskar, whose series of Amendments[1][2][3][4][5] completely rewrote the Constitution, freeing it of redundancies and other unnecessary or incorrect information. Part of these changes removed reference to non-Curial awards, including the Hex-awarded TWC Milestone Award, the eligibility criteria of which was altered by vote of the Curia. Additionally, no new discussion regarding the Curial Changes forum took place during this term, and thus the Curia decided to archive that forum for future reference.

    Iskar's efforts over several months played a part in his subsequent nomination for the Curia Service Award, which he deservedly received. Two other awards were handed out late in this term, including an Asterix's Loincloth for Roma_Victrix and a lovely and generous gesture for myself, whilst two more proposals were brought forward prior to, and were still ongoing at, its conclusion, for a total of five, which is a good increase on Term 1 2017.

    Pending the outcomes of the ongoing votes, the total for this year could be as high as 8. In comparison, there were 14 awards handed out by the Curia in 2016, so some work remains on our part to meet this benchmark. Thinking of putting someone's name forward? Go ahead and do it! If you're unsure, feel free to consult a fellow Citizen prior to making your proposal. There have been a number of recent suggestions made.

    On the patronisation front, six new Citizens were welcomed to the fold, an increase of one on the previous two* terms. PikeStance again led the way with two successful candidates, whilst SoulGamesInc, Iskar, Lifthrasir and myself each sponsored one. Two applications failed.

    b0Gia de Bodemloze was elected to a Curial Office for the first time, and is currently serving as a Censor alongside Quintus Hortensius Hortalus. Prior to the latter's election, b0Gia, Veteraan, and b0Gia's predecessor Ngugi, adjudicated in five Staff Referrals during this term. One of my two faithful Curator's Assisants, General Brewster, was elected Magistrate, as was Aikanár (the latter's umpteenth time officially serving the Curia).

    In the CVRIA main, Klingons briefly infiltrated TWC and Hex, PikeStance tabled some ideas on how to overhaul the forum (failing to include any provision to help prevent further Klingon attacks), Halie Satanus realised he may need some new eyes, Iskar posted a poll asking about the scope of the Constitution, and Roma_Victrix raised a question and discussion about modified game executables and something called a 4GB patch (probably Klingon technology...).

    On a somewhat more personal note, it has been a pleasure to be able to serve the Curia these past 9 months as Curator. It has been challenging at times, but for the most part I found the job very rewarding and easy to manage thanks to, in no small part, my assistants General Brewster and Lifthrasir. The latter in particular has been a reassuring back up for me for the duration of my Curatorship and for that I am extremely grateful.

    Likewise, as the numbers at the top of this commentary suggest, I truly believe the Curia has turned a corner for the better in recent times, and this has been a group effort for which all active Citizens deserve credit and should feel very proud. Everything from holding an office, to making a proposal, the sponsoring a candidate, to commenting "Voted" all goes a long way to making this place active and serving the purpose we have collectively determined for it.

    Going forward, it would be fantastic to see the above trend continue, and I am fully confident that it will. I would have liked to have brought forward a proposal regarding TWC's Living History Forum and the role of Head Historian, but part of me senses the time is not quite right and those ideas require more time to ferment. I'm also a little tired and need a break! There's a certain M2TW mod that I've been neglecting for quite a while now which needs my attention, too...

    Curator's CommentaryHello everyone!

    My first curial report, once more I'd like to thank everyone for their enduring support for me in the role as curator. I hope this report will be satisfying although a little bit more simplified than under Frunk's rule. The Curia this term was not a very busy place, failing to bring new Citizen's into the ranks. Something I wish to see different in the coming term! Thus it is my hope everyone active here goes and patronize someone they find deserving.

    I have already mentioned Frunk above but he deserves a little more. A huge shout out to him, a man that's born for the role of Curator! I would not be here without him. He will be missed in my term where he is sadly no longer my Curator's Assistant. Via this way I wish to thank him once more. Same goes for Lifthrasir, who regularly takes over command of the Curia on weekends when I am generally trying to spend time with my son. These are the men behind the scenes that keep the wheel turning. I humbly, and gratefully thank you both gentleman.

    My second curial report, only a month and half late for which I once more humbly apologize. I switched to a new function starting January 1st and my predecessor had made a gigantic mess of it I fear. I had to spend much more time than I had anticipated which resulted in the back lagging of this Curial report and other things.

    Much like last time I'd like to thank everyone for their enduring support for me in the role as curator. I hope this report will be satisfying. You know what they say, absence makes the heart grow fonder so I hope this report will be received with much love.

    As always I run out of words to thank my sexy Curator's Assistant, once more via this way I wish to thank Lifthrasir. The vigilant commander of the Curia whilst I roam free on the weekends. I humbly, and gratefully thank you for your enduring service.
