2 simple questions

I would like to know 2 things about the faction ranks:

1) Do fleets count to make a faction the strongest?
2) What is exactly the productive rank?

I don't know about the first one, but the productive rank is decided by construction and recruitment in the actual turn

I'm sure fleets will count towards the strongest faction, i mean, in my Venetian campaign i rule the Aegean sea with my war galleys, yet my army is quite small compared to other factions - and i just received the strongest faction message
