    Default Peace with the rebels?

    I was playing a campaign as the Julii when a REBEL diplomat came to me and asked me for a ceasfire. A couple of turns later, they came asking for an alliance, but when I accept, the alliance doesn't appear. The rebels have even held their word for the longest: they haven't attacked me for 50 turns now. So when a rebel pops up in my land, he doesn't cut off trade and he doesn't cause devastation. Did this ever happen to you?

    yes
    that happens when a faction is destroyed and still has a diplomat the diplomat turns reble allowing them to make alliances

    Nope, when a faction is destroyed so are it's agents. For some reason (usually much later in a campaign) the rebel faction spawns it's own diplomats. It's either a weird glitch or an easter egg like the domis dulchis region or whatever it's called

    Its very far north in Russia, just keep walking along the top of the map until you find a kind of path through the trees, and you end up outside the amazon town. Probably the poorest region in the game but its still cool

    NO. Destroyed empires leaves behind familymembers, agents and fleets. They all turn rebels (the fleets becomes pirates though). And usually, the only diplomatic relations one can undertake with rebels are bribe and ceasefire.

    The rebels now have a ceasfire with every roman faction except Brutii. A rebel army was my reinforcements when I attacked a Carthaginian town.

    Yes, that also happend to me but I've never exepted so far. They always asked me when I was besieging one of their cities.

    Don't make peace with them anyway, tell their diplomats to go themselves.
