i doubt it's an oversight since king kong and the other designres put so much research into this mod, probably for balancing purposes, i guess it's partly due to their amazing cavalry, so they lose the mangonel so they don't overpower other factions, though thisis just speculation

Arguing unit rosters against game mechanics is like comparing chalk and cheese. Taking over the map is (largely) the goal of the game. No it's not accurate but what can (and to me should) be accurate is the tools given to players to achieve that goal, i.e. accurate unit rosters. Give everyone mangonels? Why not give everyone heavy cavalry? Or top notch spearmen? Or horse archers? Why? Because it'd make all factions bland and generic.
I don't know much about the military history of these two factions, but the fact that it is specifically the two Russian factions suggests that there might be a historical basis for it.
Also if it was an oversight I imagine it would have been fixed aaaagggeeesss ago (well before version 6.4), so it sounds like an intentional omission.

As far as I can tell, the factions that can't build mangonels are : Kiev , Novgorod , Lithuania , mongols , Cumans.

Yeah, sounds like a historical reason similar to how the east would have monster bombards while the west wouldn't.

I like historical accuracy but its hard to argue it when its unevenly applied. Some considerations due to balance make sense.
Well, they got gypped in real life too, so the game is historically accurate.
