Your ideal state

As per the title, feel free to describe your ideal state here. After several debates about anarchism and other political systems I was curious what other people's utopia looks like.


In order to make the thread a bit more interesting, here are a few guidelines:

• Please no one-liners as in "xxx is the best." Instead you should describe your ideal state* in some detail.
• Saying something like "just read this website (link)" or "just read the book xxx by yyy" does not suffice.
• Please explain how the whole society would work. Would there be laws? A police force? Who would govern the state and how would that work? How about the economy? etc.
• While this thread is about your ideal state it should still be based on reality. That means no claims like "my state would be lead by a perfect monarch whose successors would all coincidentally also be perfect."
• Also, inventing new technologies is not allowed. So something like "my society would be based on robots doing all the work" or "my state would be powered completely by solar power" wouldn't work.**
• Finally, you aren't allowed to play a role in that state, so no "I'll be dictator lulz" please.

So yeah, with all the paperwork done we can start now. Imagine you're the founding father of a new country and have the chance to set up a completely new state.


*The word "state" is used loosely here, feel free to explain how your anarchistic "system" or so works instead.

Decentralized local elections.

Centralized elections of a Strong yet balanced Federal Government.

Parliamentary Republic system.

Centralized education, Military and Health Systems.

Private property and clear rules of engagement in the Market.

No recognition of ethnic/sexual/racial minorities/differences in the eyes of the State and therefore everyone is equal in front of the law. This of course means that same-sex marriage, adoption etc. etc. are all allowed.

Regulated, Autonomous and Democratized Labor Unions that are lawfully supported.

Extremely fluid freedom of speech Laws(no libel, hate speech or hatred speech law figures in my state only Reckless Speech is to be recognized and punished).

Mostly free education and health care, strong monetary and educational encouragement of technical careers like engineering and scientific investigation/discovery through both Privately funded agreements and State Sponsored Institutions.

A strong, state sponsored, yet autonomous and obligatorily ''well financed'' Statistics Institute for social research(the guys who will be able to make mappings of social reality like potential ethnic or class clashes, economic disparity, criminal activity, health and enviromentally related problems, the rate of social mobility and educational prowess of the population)

Freedom of Religion and Cult, but in the State and in the State Institutions none(nor politicians or bureaucrats) is able to forward/proselytize their religious views.

Legalized and Regulated Drug, sex and Gambling markets.

Constitutional Monarchy /w a bi-cameral parliament. - Lower chamber is elected while higher chamber is not elected. The higher chamber will have limited powers over rejecting or modifying bills passed by the lower chamber. It is to act as a form of checks and balance on the lower chamber.

A national health service and national education while allowing private education and medical services without hindrance. Defence budget would be higher than 3% of GDP but not more than 3.7%.

Greater powers will be given to schools to establish discipline. Corporal punishment would be allowed in secondary schools. (A belt to the wrist ya wee pansies)

A secular government with no established church.

Controlled immigration.

A controlled benefits system that ensures that you can't claim over a certain number of benefits and those who really need it will have priority.

Cannabis will be legalised with more money invested in cracking down on drug dealers. Perhaps a national agency which deals with organised crime and interoperates with more local Police forces.

Give Police greater powers to control protests which have an anarchist/militant presence. Protests of a certain size would be subject to greater control.

Enforced racial/sex equality laws. No discrimination whatsoever, be it "positive" or not. Discrimination is discrimination.

It would be called Germanic Union, it would include all of Germany, Switzerland, Baltic, Poland, Slovenia, Scandinavia, Belarus, Ukraine, Greenland, Iceland, Burgundy and all of Russian europe except for Caucasus (independent nations in federation), Karelia (Finnish) and Kazakshtan (Part of Turkestan).
Only one speaking language that would be German, all Germanic population would have to learn German language and are allowed to know and speak their local language too. All Germanic cultures are mixed together so no one of them is superior, Berlin would be the capital, but to suite the Union it would be re-named to Germania.
No immigration is allowed except if person is Germanic or Germanic bloods.
Emmigration outside of nation is not allowed.
Most of criminals are executed.
Smoking is not allowed (Intreduced slowly step by step).
No gambling is allowed.
No voting is allowed.
Only one party is allowed.
Ruller is Totalitarian.
Protests are not allowed.
Economy controlled by State.
Military is one of the biggest priorities, big research on new kind and imroved weapons.
Every people in the nation must know German language.
Same sex people aren't allowed to marry, people can't marry with other races.

The UK, with a similar political system, but with changes to the country-

-Getting rid of the devolved parliaments, bringing the entire country under the control of Westminster, and greatly simplifying the elctoral and representative process in previously devolved areas.

-Reorganisation of constituencies to bring greater equality to the size of the populations voting for each MP.

-Zero intervention in foreign conflict, unless it directly concerns the security of the UK.

-Severe cuts to foreign monetary aid.

- Much more severe punishment for criminals (execution for repeat offenders of moderate crimes, and for any and all mudrerers,rapists and paedophiles), less funding in prisons ( no luxuries for criminals ).
-Stricter controls on immigration.
-Private schools unallowed (you should not have a better chance in life because of who your daddy is)
-Free higher education, for all.
-Free medical care for all, no shorter waiting times for those with private health insurance, waiting times are solely based on need and urgency.

-Reform of the welfare system, with decentralised inspectors who report on the status of families on welfare. No support to those capable of work, except for a 1 year period to allow them to seek out a preferable job, or for as long as a job cannot be found for them.

- Government support to re-establish British industry as a global competitor, in the form of subsidies and loans, with substantial support to those industries with the most potential, until they can properly establish themselves. Companies who have gained such support in their early years will then repay the sum owed to the governement as a small percentage of their profits.

-An even tax percentage for all incomes.

My ideal state would consist of and be described as the following:

Government:

The territory of said state would be divided into districts of moderate, manageable sizes with an equal distribution of population. Each district's population would compulsory elect the following:

• three counselors to decide local laws and manage internal political affairs
• one district 'political representative' for the Central Body
• one judge for the Central Court

There would be one 'capitol district' in which only the elected representatives and judges would reside; and within this district the elected would participate in the 'Central government'. The Central Government would consist of two parts: the Central Body and Central Court.

The Central Body would consist of a representative of each district, and determine the political aspects of government such as foreign relations, and all decisions regarding the welfare of the state as a whole.

The Central Court would impose federal laws upon each district in the form of a clear-cut constitution, and manage the legal affairs concerning the overall state.

Military:

An active military force must be on-duty and prepared for war at all times. Three generals acting upon consensus would manage military affairs and are able to declare war only with the Central Body's approval. The military force's budget would be decided by the Central Body, and the generals are free to spend up to the maximum allowed budget on whatever is desired. All transactions concerning the budget would be recorded to prevent corruption. A mandatory police division is required to enforce local/federal laws within each district. Also, a number of solders decided by the Central Body would be required to be present and active in the military at all times.

Economy:

The economy would be capitalistic, and the state's currency would be decided by the Central Body. Laws concerning certain trades e.g. gambling, sale of firearms, slavery, etc. would be decided by each individual district; approved by consensus of the district counselors and Central Court.

My ideal state would have a strong centralized government, capable of dealing with local issues quickly but not oppresive or anything; just getting involved when it actually needs to.

government

It would have a strong head of state that has equal power to the legislative assemblies, and to be fair there would be two of those, one based on population, and one with the same number of representatives for all states/provinces. Legislation would have to get through both so that territorys with small populations don't get bullied and small territorys with really good representatives don't overpower weak representatives from big territorys. The executive would serve in terms of two years, but there would be no term limits. It would have a supreme court to make sure everything goes according to the constitution, although the document for this country would be very liberal and would grant more powers to both the executive and legislative bodys. The constitution would also be subject to rewrittes every 50 or so years, not to change its meaning but to make sure the languege is modern and can be easily understood. That's probably not the most important thing ever since with todays technology peoples intent can be easily written down and stored, but it would avoid things like in the US constitution where you can sue for $20. And all political parties except ones advocating violence or discrimination would be allowed. An alternative vote system would be used to help try and avoid a two party mess that countrys like the US has developed although it wouldn't work forever. The views of all parts of society would try to be expressed and a tryanny of the majority would be avoided although the majority would still probably overpower the minority.

economy and budget

It would have a small, voluntery, but also very well funded military. My ideal state would not go around starting wars or involve itself arbitrarily and militarily in forigen disputes, but would be able to defend itself if attacked. The nation would be willing to send military forces for peace keeping missions like NATO does, but it would not invade a country just because a nation has WMD's or is unfriendly or something. This would be what the founders intend and try to preserve while they are around, although the governments and peoples attitudes could change after time. Military reaserch would not take a huge amount of government revenue, because since the state isn't a fundamentalist or dangerous nation it could share development with allies like the US or something. The state would also try not to get itself caught in treaties that make it go to war, but something like NATO would be approved of. The state would not spend a large amount of the budget on military unless involved in a large war, that would help prevent large artificial bubbles in the economy, so that the government isn't forced to keep spending alot just to keep the economy afloat. The economy would be a mix of government owned and private business. The idea being that government owned companys can provide the state with money and help keep taxes low, but the private companys make sure that technology doesn't stagnate and innovation occurs. Very important resources like oil and forests would be under strict government control, so that resources don't get squandered although private companys would be able to get to them by getting contracts with the government. Taxation would be heavily graduated for a few reasons, one is that I believe the bottom of society is the true base of the economy since they are the most numerous and buy things. Rich people have their money in banks so it gets invested but the same investment happens when people buy things, by creating demand which creates more jobs, increasing the ability of the people to buy things and helping to continue the cycle. Another reason is that those who own more of society also are more invested in it and therefore should be more willing to help support it. The welfare and other government systems means the money would go to poorer people who can use it to buy things or pay off debt, so the bank heads and people who are heads of huge corporations would just get their money back anyways. The government would be willing to spend money and get into debt in order to help relieve economic depresions, although the government would need to avoid becoming a welfare state(In terms of jobs at least), and would need to comfort people instead of trying to keep the ecomony from always getting better. There are natural cycles that involve depressions and the government trying to get rid of them niether works and just gets in more in debt. Programs would also need to be cut once the down turn is over, to avoid huge debts, and the government should aim to have a total debt of less then a trillion dollars (this would more depend on size though, I have no idea how big this nation would be.)

government services

Education and Healthcare would be paid for through taxes and government busineses, everyone would be able to access decent education and medical treatment although private/better options would be available for those who want them. There would be a split in schooling during highschool, where someone could choose either a vocational or more traditional, which i feel would help people in the long run. The government would also invest heavily in technology if it could afford it, to help keep the nation competative on the world stage. Alot of investment would go into green technology and alternative fuel sources, even if global warming doesn't pan out to be true oil is a limited resource and green technologys help reduce polution. The government would also run many colleges for cheaper alternatives to expensive private schools like the state universitys in the US. They would hopefully be good schools that would provide competition with private schools so they keep prices down. A common problem I see while looking for a college is that school is increadibly expensive, tuition is many times around 40K and there are many other fees not included in that, which means many students are forced to take out large loans and they are in serious debt even before graduating.

Misc.

There would be no discrimination based on gender, race, sexual oriantation, etc. and everyone would have equal rights. People would be free to choose which ever religion they wanted although churches and similar would not be subject to any tax exemptions or anything, and anything religious would be strictly banned from the government. Anything could be proposed in the government, but they would have to have logical and wordly reasons to do so, not on religious grounds. The government would also recognize civil unions, were two people make a contract like agreement about property rights and possible children, while they could also seek a religious service for a marrige or whatever they want, but only the union would be legally recognized. There would be a standard contract for two people that involves all the basic stuff like previously mentioned, but couples could add or take away or change things if they want. There would be no restrictions on who could get them, and a marrige between more then two people would be allowed as long as they account for everything in the contract (the standard one would not do) and everyone wants to. Unions would be perfectly legal and wouldn't be touched unless they could be proven in court to hurt the business or something. Prostitution and gambling would be legal although very regulated, drugs would be catagorzed based on how harmful they are, things like weed would probably be legal for grown adults although things like no smoking in resturants and no smoking and driving would be in effect. Drugs like heroin would still be illegal. There would be very few restrictions on imigration, and if there needs to be a restricition imposed it would be a first come first serve type deal, and not based on nationality. The nation would have no official languege, and skilled scientists and workers would be encouraged to move in but no one would be discouraged from imigrating. Coming into the nation would not be very hard, gaining citizenship would be a bit harder but would mostly be knowing about the state itself or having useful skills, personally I wouldn't care if my doctor didn't know which founding father drafted the constitution or something like that.

How would you know whether or not your nation would start wars or be involved militarily with other nations?

Wouldn't this be a decision for your state's government decide, not you as the creator? Human nature is unpredictable, I don't see how you, even as the designer of the state, could predict the actions of your nation.
