Personally, I prefer temples which add maximum law & order to the settlements because I mainly use temples to calm down my citizens. It allows me to maintain quite a large empire and I need fewer troops to guard my outback towns, so they can be employed at the front.

Ah wait a moment, for the Greeks I prefer temples of Hermes to raise my trade income.

However, it depends on your style of gameplay. Other players may prefer temples which give you benefits ion military issues or population growth...
