    So unless I am missing something... this is a reference to Saruman, right?

    No, Saruhan was a real chieftain who established an independent nation.

    Saruhan was a real Principality, but the flag IS a reference to him.

    Aragon evens gets the mission "Defeat Saruhan". Aragon also gets the mission "Become King of Gonder" so you can see where the devs were going with this.
