Default Rhah for civitates (Patron: Valus)

Right...I am going to patronise Rhah....

    Here is his paragraph:
I believe the primary duty of a civitate would be to contribute to discussions and debates in the forum in a meaningful way, by posting well thought out responses and generally attempting to keep debates "on topic" and interesting.
Secondary duties would be to report any offences to the moderators, and to help out any new members by answering questions, or making them aware of the "law of the land".

    Edit added My para:
I want to adopt Rhah as I have followed his actions for awhile and I think that he posts in a constructive and contributing way and deserves to be a civ and I think he would make a good contribution to our halls...

    edit II: voted in favour
