    How many stars should I expect a new merchant coming from a city with the Merchant Guild Headquarters and a Merchants Quarter to spawn with?

    That's a hard one to answer as there are a few other variables. I'd expect the 4-7 range, but it depends on the size of the Church there (zealot traits) and size of Town Hall type buildings (shady dealer type traits with little to no town hall). There are also the random ancillaries but that's about the best answer I can give. Good luck!

    I think you can expect, at the very least, two.

    The +3 because of the HQ is pretty much guaranteed but there are also negative trades that you can randomly pick up that give you -1.
