Default How Do I Change Population Requirements for City Growth?

Title says it all. I want to create three separate files for every seventy-five turns, allowing a city to grow from small to large to huge. Basically, I need to adjust population requirements for a city / citadel to grow. I don't know how. Please help

If anyone came across my thread through a search, use this link too. It is helpful.

Does higher requirements on "upgrade" for city/citadel development cause plagues, disease, pestilence, ect? Does population growth continue around the same percentages if "base" isn't too far away? Within 75 turns I'd like small cities to begin appearing on map. 150 - 200 turns I'd like to see a few large cities.
