You will have access to the late campaign units in early once you reach the proper timespan.

A memory editing program would probably help, but that's basically cheating. If you still want to do it, look up Cheat Engine.
Can't you disable RR so that you can recruit everything from the start?
The events will happen sooner than they did historically since they're tied to turn number not year. At least that's how I interpret "I want to change the parameters of the change period."
Can you clarify what exactly you want to know?
I remember reading numerous times that if you changed the time scale the events wouldn't happen normally so you'd have to change those too. Strange.
