I think you can't initiate Marius reforms when playing SPQR (such is the price to pay for playing really non-playable faction).
If you as SPQR build Imperial Palace is will NOT trigger the reforms.
But, I'm not sure, if other roman family build IP then I think reforms will happen.

The thing is that if you "unlock" SQPR and play as them, it is NOT possibe to trigger reforms yourself by building imperial palace.
It can only happen if other roman faction builds imperial palace.

Alternatively, just edit the expor_descr_buildings.txt to enable all the Romans to build Post-Marian units from the start. All you need to do is delete the lines that are Pre-Marian units (including the 'and not Marian Reforms' bit) and then remove the 'and Marian Reforms' bit from the other lines. You might also want to edit the descr_strat.txt so that the Romans all start out with Post-Marian units. Then, as SPQR, you can just go conquering the other Romans from the beginning (it's what I did with just Pre-Marian unitsand they got a right punching
). Same principle with Post-Marian units - just take out the other Romans. They won't stand a chance. I go for Capua first, then the Brutii, and at the same time, it might be an idea to build an army to take out the two Julii starting provinces. Go for Sicily last. Just protect your borders from the threat of invasion by Gaul, too.
