OK, In the XML files Craig gave us I saw an entry "Regions and Mercenaries". All areas have... no mercenaries. Without any replacement for those no mercenaries.

maybe by merceniaries they mean like the scottish/irish legions or other expatriate line infantries that are already in the game. i know somewhere in the startpos for specific regions you can give regions the ability to recruit these type of units. i think there termed displaced irish and displaced scots in the dbtables and the startpos
