The Pictures are in the \Data\UI\UNIT_INFO folder. Also the picture is placed inside the faction folder under the UNIT_INFO folder
If you have no mods installed you will have to create the UI folder.

The unit info pics in RTW are stored in .pak files in the data/packs folder. The unit names are in data/text/export_units.txt

Use vercinteroixes xpack tool, that will unpack all the pak files. But to get new unit cards to show ingame requires repacking the pak files which is complicated.

I don't want to add new units I just want to see the unit images. If I unpack them will it stop the game working?

No, the tool gets the files out of the paks but also leaves the paks intact, so you will still be able to play the game.

On that topic, if there's a file in a pak file and the same file outside the pak file, which of them is used by the game?

The one in the pak file, the game always reads the pak file first.

I dont think you HAVE to repack the files in order for them to be utilized. All you have to do is unpack these files and copy them into your "Data" file, delete the pack file from the "packs" folder but create a text file with the same name as the original .pak This is what I did and it works. I hope I am not wrong in this but I am almost 100% positive.

I found a file in the download section that gives you all the units for the playable factions.
