Cannot play campaign or battle, but launcher loads

Gold Edition, Versions should be RTW 1.5 and BI 1.6, I can't check because after installing RSII neither works anymore
Steam was installed outside program files, and RTW of course inside steam, I followed instructions and installed RSII to another folder, then copied contents to the RTW gold folder, overwriting everything.
I started the launcher, clicked steam to make it say Steam: Yes, then I began the game with Battle Only setting.
There were historical and custom battles, to be expected. Customs will not launch, I got an error about script, data, map, and something on exist. Don't know the exact error because it hasn't happened since, but I still can't play anything.
So I try One-turn campaigns, bring me to the same exact menu as before, no faction selection. Tried historical instead and got a CTD.
Then I try out a few of the faction campaigns, all brings me to the same starting menu of historical and custom battles. Neither are playable.
So in essence, nothing is playable, and I'm sure I followed the installation instructions. This is not a UAC problem because Steam was installed outside program files. I also followed the tidbit at the end of the instructions about steam.
Can someone help?
