I was looking through the mod's unit model files and saw a model for a chariot unit. I implemented them ingame but they were unfinished, riders weren't there. So anyone think they'd put these guys ingame in the incoming 3.0 update?

Wainriders were in the thrid age, "they were rarely seen outside the eastern plains".
Also Gamesworkshop made a false interpretation of who the wainriders were/are. Khandish cavalry clearly fought beside the wains.

Yes, but they are mentioned in the west about 1000 year earlier than LotR and thats quite long ago in the reckoning of men (the wainriders were defeated 1944TA, LotR is 3018-3019TA).
AFAIK (and I could be wrong as one cant remember all the lore sources) we cant say if anybody still uses wains in war in the end of TA, just as they became obsolete in the warfare in our own history long ago (with few resurrections as the koreans or the hussite [and Eastern europe] war wagons as late as 15th century, but that was different kind of wagons from the ones in antiquity).

It is clear that the Wainriders were not from Khand... They were Easterlings who allied with the Men of Harad and Khand before they attacked Gondor. They came from Rhun.
Rhun is not a faction in Lotr, it means "East" and refers to All lands east of the Rhunaer. In Rhun dwelt numerous tribes among whom some [Balchoth, Wainriders] came West and attacked Gondor and Rhovanion...
In Khand dwell the Variags. the word Variag means "mercenary" in some slavic or norse dialect i think and Tolkien always chose the names carefully
RR/RC included Rhun chariots, but after using them I can see why the TATW decided to abandon the idea.

These models were originally made by Disgruntled Goat along with all the other Rhûn units (so give him rep, NOW!) I believe KK did not find them fitting though some submods did implement them into the game. It might also be that they were too buggy according to the team.

The riders are separate from the chariots themselves, all you have to do is add the riders you want as with all mounts.
I am not sure who made the model, but Banzai! made the animations I am pretty sure (way before my time here) and did a good job. They are finished, they just needed to be improved a bit and rebalanced in descr_mount. KK had some interest in adding them obviously, or they would not be in descr_mount to begin with... think about it.
