Yes, you can. cb_types in the common folder in your installation directory. There might be more things you need to do though, I'm new to modding EU3.

You can also claim the thrones of nations you have a royal marriage with and who have a weak claim (you at least need to have more prestige than they do). This will bring them either in a personal union under you, or it will cause the "rightful" heir to the target country's throne will attack you. Doing this will however ruin the relation with other countries you have a royal marriage with though...
