Immortal Teutons?

Hi all! As it says in the title - I am playing Poland on late era and not the first time I come across this problem - I destroy Teutonic Order(take both cities) and try to hunt down their priests/merchants/diplomats with my assassins and...nothing - a new general with army spawns couple of turns later and they just keep spawning each time I kill them.Fliping annoying.I tried the surrender_regions TeutonicOrder cheat but to no avail.In the end I gave up, gave them Uppsala so they stop spawning in my land.
Seriously - how do You kill them? I guess they are horde or sth but there must be way I hope?
Btw, I play SS 6.4/BYG II and few minor submods - none of them should affect it as it used to happen before I installed them.

i think this has been answered several times before. They're a horde. Killing their agents should finalize it.

They keep spawning because there are people who have retreated and they just keep retaliating and rallying more people loyal to the Teutonic Order.
