Cannot Start Campaign - Assistance Needed

Fresh Install (Steam) Roma Surrectum 2.0. I select my nation, select my installer, enter the game. When I click on single player the only options I see are Historical Battle and Custom Battle. How do I play the campaign?

Is there some process I failed to complete?
