get the cheaper of the 2 there cooling aka twin frozr design is essentially the same
the Power Edition just lets to edit alot of voltages to overclock further. and the PE edition also has a chance to unlock the extra shaders and become a 6970 of sorts
that said id just take whichever one is cheapest unless that difference is less then $20 if its only a 20 spot id take the better card
