something got messed up, either a) copy and paste this line

recruit_pool "EE Archer Militia" 0 0.000001 0.1 0 requires factions { russia, kievan_rus, cumans, }

right below line 96, aka: recruit_pool "Crossbow Militia" (type in Ctrl + F Crossbow) and it should pop up. And save over it. (use notepad).

or download my attached file and copy paste....it's from a copy of an unmodded 6.3 so should be good to go.
