How to Change Towns into Cities?

hi, i downloaded a mod which lets me play as norway but the problam is i cant do much as them because theyre capital is a town (or a city which u cant build much in). so how can i change this to make oslo a proper city?

unless you are an acomplished modder yourself i dont think there are much you can do. i have been searching for this myself for a while, but have yet to find any mods or instructions how to make this happen. so as for now my answer will be that it is not possible unless you know how to mod fairly well:/

Yes, every city has a fixed set of maximum build slots and you would need to mod the game to change that.
The capital of Each vanilla-playable faction has maximum (5 iirc) build slots.
There is a reason some factions are not playable.

Changing size of cities is not easy modding. Although there is a new fan-made editor recently released that is supposed to make it easy, but I've not been able to fully test it yest.

Easy tool to do that, i just used it to make Stockholm a 4 slots city, but you can do the same with Oslo.

Making towns into cities is another thing, some guys on the ETW forum are trying to figure out how to do that, but it appears to be impossible without some infos from the developers.
