Modifying Initial Diplomatic Relations

I am desperately trying to find a way to alter diplomatic relations in the way that the Oda/Tokugawa Alliance mod performs its changes, but of course with other factions. I understand that I need to alter settings within startpos.esf but I am having trouble finding where exactly to make these changes to diplomatic standing.

Any assistance would be most appreciated.

[EDIT] This is primarily due to Shimazu going straight for the Sagara instead of the Ito. This, of course, eventually leads to the demise of the Shimazu rather early on.

and that pretty much covers changing alliances. Unfortunately short of making the Shimazu ally with the Sagara it seems they will attack them regardless.
In case anyone wonders, in the DIPLOMACY_RELATIONS key the True/False at the top of the list activates the trade agreement.

I suspect Shimazu prioritizes attacking Sagara due to the warhorse resource present within their province.
