[Question] How to add a building to a region at start of campaign

Can someone please point me to a tutorial or tell me how to add a completed building to a region at campaign start? I want a specific bldg to already be constructed at game start instead of having to build it.

I assume it is done in Startpos but I don't know where I need to add it.
