I haven't heard good things about that. Better to use a graphics editor and a good tutorial. Also check out BrandonM's descr_strat editor. Could be useful.

yeah, you really need to know what is broken in that program. I had a full campaign set up with that and later on I had nothing but CTDs due to corrupt family and misplaced generals.

It's about a year old. Unfortunately, the creator just abandoned it. I think the links in that topic are broken anyways.

Just use photoshop. It is better than any tool out there.
