Once a faction controls more than a few regions, it becomes somewhat of a pain having to go around and check each settlement to see if their recruitment queu needs to be refreshed with more trainees. On the other hand, I don't quite trust the AI to recruit the kinds of troops I need. Therefore, I have come up with the following way of keeping track my recruitment needs.
I select a kind of troops that I don't usually build very often. I either use wardogs or the largest ships available, depending on which the given settlement can produce, with preference given to wardogs. (Wardogs and large 2-turn ships allow the settlement one free turn to replenish their populations before new recruits are added. That's just my preference. You can pick whichever unit you like. :->) I make sure that when I add a given settlement's queu that the last recruitment is the benchmark unit. Each turn I check the recruitment report to see if any of the settlements large enough to recruit units has just recruited a benchmark unit. If one has, I go to that settlement and add to its queu. Otherwise, I leave all the other settlements to their own devices. (Settlements too small to recruit wardogs or ships I recruit a contingent to garrison and defend the settlement, then leave them to grow until they can produce wardogs or ships.)
If this idea has been posted before, I apologize for repeating the idea. Ave!
