OK. So how about unrest? I've sarched ultimete documentos but id couldn't find anything usefull in this matter.
I only found provoke_rebellion command.

Two more questions:
1. How to localise rebelled settlement by script? I want to add some units for rebelled settlements, but i cannot localise them by script. Is there any command i can use to make it or i have to make minitors for every town on the map?
2. how to illuminate rebelled town? I Would like to make something like i can see after calling crusade or jihaad. I used settlement_flash_start/settlement_flash_stop, but it's completly different effect.

No idea how to make those two things? Espetially i need a method to localisation rebelled towns. Second one is firework onlyNice but not necessary

You should be able to use the " SettlementLoyaltyLevel " condition to localize the rioting\rebelling settlement together with a "snap_strat_camera". Unfortunately I wouldn't know how to do it without making one monitor for each settlement and knowing the co-ordinates of each settlement.
The "CityRiots" event should work just as well
