LOL. Yeah. CIA jets illegally fly into Canada all the time, just only a few miles inside the border so its nothing (if the gov't knows they don't care). The areas they were reported in are just farmlands with populations of 30 people.
The USA fires missiles all the time, but everyone is okay with it because they know where it is going and that if it goes off course the USA will take responsibility to any damages.
North Korea is less predictable, and could accidentally launch a nuclear weapon in the general direction of South Korea. As well, the UN security inspectors may accidentally fall into a tank full of hungry sharks.

We are talking about short range surface-to-air missiles.
Most likely just a test that went wrong.
And unless you fire missiles perfectly straight up they wil always be fired in the direction of some country.
It's no big deal.
I guess if the Dutch army was practicing in a shooting range, and the gun targets happened to be to the south the headlines would be:
"Dutch military fires in direction of Belgium!!!!!! OMG! OMG!".
