pamplona is just a normal settlement, it's just the way the game generates the battle map that makes you think it's unique/special
and btw, having portugal as pamplona's owner is raping history

I have come across the slightly elevated castle a few times (with the 90deg turn up the hill again inside the castle), so it isn't really unique. Considering that you have several levels of castles and a lot of different terrain, chances are that you might get different appearances.
Your initial culture lay out is determined by the faction_creator line. After that it will be the culture of the faction during which turn an upgrade happened. The default_set entry is a relic from RTW times or even earlier - it has no influence but has to be there, same with the year_founded line.
The culture of the faction_creator faction only determines the appearances of buildings in the battlemap. It does not have effect on religion or any other population related entries. Now will the change in the faction creator result in issues with the Pamplona population?
Welcome to "The valley of Tears"! Makanjane and a few others have been working on the city battle models for quite a while and I believe the next issue of "Third Age" will have custom settlements. But you really don't want to know what all is involved in that!...and then ADD parts to it as defense buildings
