Default Question regarding the DVI-to-VGA Adapters that come with GPU's

I have a LCD Monitor that only has a VGA connection in the back of it. Now I found the card Im likely getting and it comes with a DVI to VGA adapter. But Im still unsure as to how these adapters work.

Do they allow you to use the card on a VGA monitor or am I looking at this from the wrong point of view?

    Heres the card: http://www.newegg.com/Product/Produc...82E16814161348
