If you would have looked at it you would have found this quote from Foot which answers all your questions:

Assigning percentage values to an area of the mod is not something that we will do. Its generally a lie, gives the wrong impression of the timeframe to the release of the mod, and without some pretty hefty context is pretty much valueless.

All in all, Im happy with saying "when its ready". But I can definitely say that you won't see the first release within the next six months - so I hope that helps.
