i've passed land tech level 18 as Spain (formed the new nation) a while ago and it's now almost 1600- and i still don't have access to Tercio pikemen and the other units this level unlocks. how do i get access to these units? is there some other special thing that needs to be done before i can? thanks in advance.

You sure youve changed troop types at the military ledger? maybe youre trying to recruit in a non core?

I also dont understand this mechanic,you change preferred type ok but the manual says "it's not that all your units are that type you choose",,,,,,,!?!??!?

The way I see it, you merely select the core unit of your armies, i.e. the army that makes up the bulk of your forces.
If you were to look at your units "in reality", however, they would not solely consist of these units alone. Standard Tercio formation, for example, did not just consist of Tercio pikemen, but of a variety of other unit styles as well, for added support.

The same would go for creating an army made out of longbowmen, for example.
