To People having Problems With Installing This Mod:
I found out why it isn't installing. Follow the instructions below:
If you are getting an error message that certain files cannot be copied, check the "files" folder. This folder can be found in the 4.6 patch folder. If you see nothing there, the mod has probably been installed if you ran the install executable.
If the mod is still looks like 4.5, you can try to install it manually. Go to your files folder (or redownload the patch if it has nothing in it), and take the GreatWar46.pack and put that in your C:/Program Files/Steam/SteamApps/common/napoleon total war/data folder if you have xp. Go to Program Files (x86) instead if it is windows 7 or vista. For the remaining two files (stratpos.esf and scripiting.lua), find where you put GreatWar46.pack and go into campaigns/ww1_main and drop the two files in there. The mod should be ready to play.

It could also be a faulty extraction of files. It took me 3 goes to realize that Winzip wasn't extracting the files properly. I used another extractor and the files were extracted properly and all ran smoothly.
