Default Correct location of campaign settings file

What is the correct location of the file "descr_campaign_db.xml"? I've been trying to edit it so as to make the age at which generals die more variable and realistic, but it's having no effect in the game and I presume it's because the file is in the wrong place. I've currently got it in data>world>maps>campaign>imperialcampaign and I've trade it in 'data' and in data>word>maps>base but the modification is having no effect on the game in any of those locations. It may be for some other reason, in which case I'd appreciate it if anyone could explain what that reason is. If it's relevant, I'm using steam.

Put it in the data folder.

Thanks, but for some reason it's still not having any effect. I set coming of age to 14 and generals are still not becoming available until their 16. Am I doing something wrong?

Delete the map.rwm and start a new campaign?

Are you changing age_of_manhood or age_of_manhood_close?
