This is just a repost of someones post over in the napoleon forum, I tested it for Shogun 2 and it seems to work although my game crashed in the middle of a battle with about 30 units on my side.... I was however playing with darthmod so im going to lower unit numbers to see if the crash occurs again.
This was first achieved by Julle Cesar so all credit to him for finding out how to do it.
To have more than 20 units in a stack: open 'saved game' in EsfEditor, CAMPAIGN_ENV / CAMPAIGN_MODEL, you will find 1 number with 20 (max units in a stack) with another under directly under it with 8 (should be max ships in a stack for vanilla), upper is land and lower is ship'.
Just enter the number you need (don't know whether there are any restrictions, didn't test it) instead of 20.
It DOES work in campaign, and the limit is probably more than 80 units from each side (I am currently playing with stacks of 40, but have not reached this number yet).
The only downside like in historical battles is that you can't see the extra unit cards for 21+ units so you might want to make a note of what units you have in a stack
here is that thread.

EDIT ok here is an update on shogun, the game runs fine with this setting, however the game WILL crash if you try to select more than 20 units using the unit cards. you can select as many as you want once your in battle by clicking and draging the selection box but if you try to shift click and select more than 20 units using the unit cards the game will crash. Other than that the game runs fine, obviously your going to need a beefy computer to run darthmod numbers along with 35 units per side(my current setting) If you select units with the unit cards, as long as you select less than 20 you'll be good (like selecting 15 and separating a stack to see what units are in that stack)
