There's a limit on units, a limit on factions (and no, they can't be different per campaign), a limit on buildings, etc. As Irishguy said: impossible.
well then you're going for a very unrealistic game... and how would you explain the Greeks getting conquered by the Romans, and then a few hundred years of peace later, they "revolt" and are a huge faction again?
You have to keep in mind that RTW doesn't have the capacity to keep a game running for long AND keep it interesting.
After a while you'll have an infinite economy (of course this can be dealt with, with a script), and all you're cities will be completely "finished".

yes but hey spoke manly Greek... in the dark ages the official language even became Greek...
My point being... if you're playing as the combined Roman faction, then somewhere half in your campaign half of your empire would have to revolt to make the eastern Roman empire faction exist.
