Well. I'm not quite sure what your looking for. But as far as modifying the ways in which the AI does business with each other, id steer you in the direction of the database tables:

    Campaign_ai_manager_behaviour_junctions_tables
    Campaign_ai_personality_junctions_tables.

There are tables that deal directly with diplomacy, and the additions and subtractions for different actions (I assume), but I've yet to find a mod for the dbeditor to allow me to edit them.

In addition, to set starting conditions, like country historical grievances and stuff, check the faction arrays inside the startpos.esf. Each nation will have a reference number, and inside the diplomatic relations part of each faction_array you will see those numbers. Match the number to the country to find out which country it is, and then modify it to change the relationship between the two nations.

You can edit victory conditions in startpos file. C:\Program Files\Steam\SteamApps\common\empire total war\data\campaigns\main.

Open it with ESF editor. And then go to CAMPAIGN STARTPOS > Main!CAMPAIGN_PREOPEN_MAP_INFO > VICTORY_CONDITION_OPTIONS.

To edit diplomacy, apart from the db tables said before, you can also change the starting diplomatic relations in startpos. Husserltw is the master moder of startpos here you can see his analysis of it and the diplomacy links he has added to it. http://www.twcenter.net/forums/showthread.php?t=272139 See level 2 point 5 links.

About diplomacy it seems there is not much more we can do.
