Is there a mod to reduce technology research rate??

The research rate is too long to learn...and the penalties... in technology is harsh...is there a mod to get better technology...and to edit it...?

All i really want is to lower the research....such as example "Plug Bayonet" 5 Turns in Vanilla....Turning it to 2 Turns....only reducing the research rate a little
