Well I cant say I am surprised but I am disappointed, especially since if he wins....he wins for a long time considering we just had a constitutional amendment that extends the Presidential term for 6 years. 2012 will possibly and probablly see him in office for two terms till 2024. I approved of Putin when he was President during the 2000s, but running again sets a bad precedent. I was hoping he would bow out gracefully, but I would be lying if I expected that to happen. Medvedev has overall been considered a lame duck President but has made some marginal headway in cleaning up bureaucratic corruption-which is more important than reestablishing power (if these levels of corruption exist, it will be detrimental for our power anyways). If Medvedev wins in 2012 (doubtful) he would have the mandate of being independent-which would make him more powerful when instituting his judicial reforms.
Back in 2006 I remember Putin talking about making two party system like in the US (something I dont like about the US). One will see, what Medvedev does. Will he run against him and loose but make a new party in the process? If it comes to Putin v Medvedev, atleast it will break up the idealess United Russia party into two parties that serve some ideological purpose. Or it will probably make two parties that are identical to eachother and don't serve any purpose but to divide the country- like democrats and republicans.
