This is odd...
While I was playing as the Macedonians on RTR 6.2 I recieved a ceasefire from a rebel diplomat. I accepted, and now we're neutral.
I used the toggle_fow cheat and saw that the rebels only had about 11 provinces left.
Has this ever happened to anyone?
I never thought the rebels could do so in the game...
It's hard to see, but it's supposed to be a rebel diplomat and in parentheses it says (neutral)

Well, if the rebels are provided with diplomats at the beginning of the game they will use them just like any other faction. It is interesting, though, to be neutral with the rebels. They don't ruin trade when they're on your roads because they aren't at war with you, and every time I've gone neutral with them war had to have been instigated by me. Pleasant surprise.

I remember once I was the greeks and they offerred me an alliance so I was allied with them for a couple of turns til one of my protectorates attacked them the we became neutral. This was back in 5.41

You should be able to make peace with specific rebel factions, but not the brigands in my opinion peace should be the default state with most of the worlds rebel cities and you should even be able to trade with them. I'm not sure if it could be made that the brigands are the counter-faction (or something) of the rebels so that the brigands can attack the trading independant cities and tribes of the world.
