    Default Hidden tax modifier

    Just looking at one of my castles tax percentage today and something dosent add up.

    tax rate is normal and the castle had a brilliant metsuke upping the tax. positive modifiers were over 80%(30+40+11) and the admin cost was at 14.6% but the tax rate was only ~50% not 65-70%.

    None of the other settlements add up either, all less than what it should be. Am I missing something or is there a hidden negative modifier.
