Problems with seeing programs in Win 7

Hi guys;

I have a very strange problem with some of my programs, please take a look at my screen shots.
In Java one please note strange blurry box in middle of page - that when my Java version information should be. When I click on the tray icon this box is appearing and the Java logo is moving as well as the text (I could say is like looking through water or use one of those water screen apps when you press screen is getting clear in one corner when others are getting blurry)
In mail (that's Windows Mail) - please look at your left where all information about who send me email whole area is also very blurry as the calendar on the right, but the actual email and options ribbon are displayed correctly.
Can anyone get anything like that before - I run Vista previously and I never encounter anything like that.
Few extras:
As you can see from my Java shot, my browser is displaying websites properly, without any problems. Also I never have this problem in any of my games.
However (I don't know if this is connected, I believe they are) sometimes when my desktop wallpaper is changing (I've set it up as a slideshow) pictures are not displayed correctly. Most of the times there is a 3cm thick line running through my desktop from left to right and I can see, even if the line is fuzzy, that it is displaying previous picture. When this is happening, when I'm pressing right mouse button for less then a second I can't see any options as they all being replaced by some fuzzy lines. However they are back to normal after less then a second. (sorry I can't post a picture as this error is very random and is not happening every time)
Is there any solution apart from reinstalling Windows??? What can cause it?? Display driver issue??? I'm using AMD card with 11.5 drivers and I'm updating them regularly. Please give my your thoughts

What you're describing sounds a bit like video artifacts, but I would expect them to appear during games as well. Also never seen anything quite like the blurry screen caps you posted.

A few things I'd try:

1. Reinstall/update video drivers. Perhaps run drivercleaner before reinstalling.
2. Disable aero if the problem persists.
3. Assuming you have a discrete videocard, shut down your computer, then remove the card and blow out any dust bunnies that might have lodged themselves into your PCI-E bus.

I've had horrible artifacts in the past and assumed my card bit the dust.. turns out dust infested my PCI-E bus! A few shots of compressed air did the trick.
