some of these settings can be reverted back by forcing them through the preferences script or a user.script depending on what you're try to change.
they made the change to be more representative of what your system should be able to handle. some ultra settings are actually new and you wont be able to force them if you dont have the hardware to support it.
I cant give you YOUR ultra graphic settings, but I can post screenshots of mine if that helps a bit

Your settings aren't nerfed, from what I gather. Instead, they just raised up Ultra, so High is now what Ultra was.

I'm was kicked down from the Ultra settings once I did the benchmarks, and then for ALL of them...I was told I only have DX10 which doesn't seem right, as i'm certain I have DX11. It shows a video card that I don't even have on this CPU...
The game is slow and choppy on the campaign map with my saved games, and even new ones. I dumbed it down to Medium, played with the DX10 and even back to DX9 settings...now the original DX9 is slow as hell.
I used to move around with ease...and on ULTRA...terrible....so...In hopes that I am not royally screwed...and pissed off at CAI, I deleted the whole game and I am currently re-installing in hopes it will work smoother on a fresh install. (Had no MODs)
@ OP You need to manually edit your preferences.script file.

I've got DX11 and support for shaders 4.0...the game forces me to use 3.0 high or low...
1366MB VideoRAM too...plus 4GB...
once again...I think CA should keep it simple and stick with trying to make an AI that pleases everyone. Leave graphics to FPS's. They would have a lot more respect and appreciation that way...and only if they would give us tools for once.

Try using a user.script
I can confirm that this works. I set mine to 1661992960 which tricked the game into thinking my Video Cards memory was 1.5g, unlocking every ultra setting. Effectively ridding my need to use a user.script unit multiplier to retain Ultra unit sizes.
Strange that CA decided to even implement this "feature" into the game in the first place? If a user decides that 15 fps is worth having ultra graphic settings, why would they restrict the user from making that choice himself based on the memory his G card has??? I feel like my rights have been violated...
Addendum:
Especially since my frames still range around 40 consistently after changing everything to Ultra from High.... Kinda pisses me off actually...

Ultra bug fix - go to : C:\Users\user name\AppData\Roaming\The Creative Assembly\Shogun2\scripts
and edit the memory
